The Northeast Ohio Advanced Technology Campus (formerly referred to as the Mega Site) is a major economic development initiative to transform Lorain County and Ohio’s economy.

• It is a pivotal chance to move the region from an industrial past to a clean, innovation-driven future.

• The project is designed to attract world-class technology partners in fields like clean technologies, engineering, robotics, health sciences, and data science.

• Its success will position Lorain County as a key player on the global technology map.

This initiative represents a shared vision with local, county, and state leaders aligned in support. Key partners include:

• JobsOhio.

• Lorain County Community College (LCCC).

• Lorain County Joint Vocational School (LCJVS).

• Lorain County Commissioners spearheading infrastructure development.

The Campus boasts strategic advantages and is a premier site in Northeast Ohio:

• Talent Pipeline: The region provides access to a labor force of 750,000 workers within a 45-minute drive.

• Workforce Development: Lead by regional partners including Lorain County Community College and Lorain County JVS who are providing strong training pipelines in advanced manufacturing and semiconductor technologies.

• Connectivity: The location offers direct access to highways and a feasible extension to the shortline rail network (estimated 24-month build time).

• Central Location: It is strategically located between three job hubs: Oberlin, Elyria, and Lorain, offering abundant housing and community choices for attracting workers.

The site is built to accommodate the needs of major end-users with high-capacity, expandable infrastructure:

• Water: Current capacity of 2 MGD is expandable to 10 MGD.

• Sewer: Current capacity of 1.25 MGD. The new sewer will provide 10MGD with the ability to expand when needed.

• Power: The site is located just 1 mile from a 345 kV transmission line.

• Risk Mitigation: Upgrades to utility systems offer a lower-risk, faster, and less expensive process for an end-user.

This is a critical question, and the answer is not either/or, but AND. We are pursuing an integrated strategy to maximize the potential of all Lorain County assets.

• Different Markets, Different Needs: The single biggest factor is scale. The Northeast Ohio Advanced Technology Campus is specifically designed for a highly specialized market: companies (like large-scale semiconductor, EV, or battery manufacturers) that require 1,000+ contiguous, undeveloped acres with immediate access to massive utility capacity. These projects physically cannot fit onto existing brownfield or commercial redevelopment sites.

• These sites are privately held and the property owners make decisions on when the site are to be developed.

• A Rising Tide Lifts All Boats: Securing a flagship tenant at the Campus will generate thousands of new, high-paying jobs. This influx of new workers and their families creates significant new demand for housing, retail, and services throughout the county. The new economy generated by the Advanced Technology Campus creates the strong market conditions and business interest needed to bring new life to our existing commercial corridors.

• This is not a traditional "industrial" site; Our goal is to create a nontraditional industrial site where the focus is on clean, high-tech manufacturing.

• The development expects to meet or exceed all environmental standards, using energy-efficient design, green infrastructure and sustainable water management.

• The plan expects to include landscape buffers, open space preservation, and environmental protections.

• New Property Tax Revenue will directly support local schools, safety forces, and essential township services.

• This sustainable funding is crucial as older revenue streams, such as landfill profit-sharing, are expected to decline over the next decade.

• The new revenue can be used to help fund parks, roads, and public services without increasing the financial burden on residents. 

• Infrastructure investments will be built to state-of-the-art standards, improving reliability and safety for all residents.
